Control Mission & Site Supervision

A control mission places an independent TECS engineer on your project to verify that the contractor is building to the approved design, using specified materials and meeting the quality standards the project requires. It is the most direct way to protect a construction investment in Cameroon.

Before design begins and before a contractor is appointed, the land must be properly organised. TECS prepares site plans that establish how a plot is arranged; positioning of structures, access roads, drainage paths, open spaces and utility corridors ensuring the layout is practical, regulation-compliant and ready to move into detailed engineering or architectural design.

Questions About Our Services

What is a control mission and why do I need one?

A control mission (mission de contrôle) is an independent engineering supervision service. TECS engineers visit your construction site on a regular schedule to check that the contractor is building according to the approved plans, using specified materials and meeting required quality standards. Without independent oversight, deviations from design which are common on Cameroonian construction sites may not be caught until they become expensive to correct or until the structure is already compromised.

Does my project legally require a feasibility study or an ESIA in Cameroon?

An Environmental and Social Impact Assessment is required under Cameroon Law No. 96/12 for any project likely to have a significant environmental or social impact. It is also mandatory for all projects financed by the World Bank, African Development Bank and most bilateral funders. A feasibility study is not always legally required, but it is required by virtually all institutional funders before approving project finance and it protects your investment regardless of whether it is mandatory.

Can TECS provide more than one service on the same project?

Yes. Many TECS engagements cover multiple services on the same project. A common combination is a feasibility study at project inception, followed by quantity surveying during tender, and a control mission during construction. Bundling services with one firm reduces coordination effort for the client and ensures continuity of technical knowledge across the project life cycle.

How long does a feasibility study take?

The duration depends on the size and complexity of the project, the availability of existing data and the scope agreed with the client. For small to medium infrastructure projects, a feasibility study typically takes between four and eight weeks from mobilisation to delivery of the final report. TECS provides a specific timeline in every proposal.

Are your services available in French?

Yes. All TECS services are available in both English and French. Reports, proposals and correspondence can be prepared in either language, or in both where required. This is particularly important for projects in francophone regions of Cameroon and for submissions to French-language regulatory bodies such as MINEPDED.
