Our Services
The Sectors We Work In
TECS’s services are deployed across five principal infrastructure sectors in Cameroon.
Our Specialization
Mission de Contrôle
Control Mission & Site Supervision
A control mission places an independent TECS engineer on your project to verify that the contractor is building to the approved design, using specified materials and meeting the quality standards the project requires. It is the most direct way to protect a construction investment in Cameroon.
- Scheduled and unannounced site visits with written reports after each visit
- Verification of materials, workmanship and conformity with approved drawings
- Monthly progress reports and a final project conformity certificate
- Formal contractor instructions when defects or deviations are identified
Étude de Faisabilité
Feasibility Studies & Technical Due Diligence
Before committing to a project, you need evidence not estimates. TECS conducts thorough technical and financial feasibility studies that give project owners and funders the verified data required to make informed go or no-go decisions. Required by most international project funders operating in Cameroon.
- Site investigation and preliminary geotechnical assessment
- Technical viability assessment and design options review
- Cost-benefit analysis and preliminary project cost estimate
- Final feasibility report with clear recommendations for decision-makers
Maîtrise d'Ouvrage Déléguée
Project Management
When a project owner; a council, NGO or private developer lacks the internal capacity to manage a construction project directly, TECS acts as their delegated project owner (maîtrise d'ouvrage déléguée). We coordinate contractors, manage the tender process and represent the client's interests throughout the project.
- Tender document preparation and contractor selection support
- Contract management in line with Cameroon's Code des Marchés Publics
- Progress tracking, risk management and client reporting
- Final project handover and close-out documentation
Métré et Estimation des Coûts
Quantity Surveying & Cost Estimation
Understanding the true cost of a project and verifying what a contractor claims to have completed is fundamental to financial control. TECS prepares bills of quantities, cost plans and payment certificates that keep construction budgets under disciplined control from tender to final account.
- Detailed bills of quantities (BoQ) for tender and procurement
- Preliminary and detailed cost estimates at each design stage
- Interim payment certificate valuation and verification
- Final account preparation and contract close-out statement
Levé Topographique
Topographic Surveys & Site Investigations
Sound engineering begins with accurate site data. Before any design or construction work starts, TECS carries out topographic surveys, land measurements and preliminary site investigations to give designers and project owners the reliable information they need from the outset.
- Topographic maps with contours, elevations and boundary coordinates
- Preliminary soil and ground condition assessment
- Site access, drainage and infrastructure constraint analysis
- Survey report and CAD drawing outputs for use by designers
Étude d'Impact Environnemental
Environmental & Social Impact Assessment
An Environmental and Social Impact Assessment (ESIA) is a legal requirement under Cameroon Law No. 96/12 and is mandatory for all projects financed by international bodies including the World Bank and the African Development Bank. TECS prepares compliant, well-structured ESIAs that satisfy both national regulators and international funder review processes.
- Baseline environmental and social data collection and analysis
- Impact identification, assessment and mitigation planning
- Community and stakeholder consultation process and documentation
- Full ESIA report for submission to MINEPDED and project funders
Plan d'Aménagement
Site Planning & Spatial Layout
Before design begins and before a contractor is appointed, the land must be properly organised. TECS prepares site plans that establish how a plot is arranged; positioning of structures, access roads, drainage paths, open spaces and utility corridors ensuring the layout is practical, regulation-compliant and ready to move into detailed engineering or architectural design.
- Building placement and setback compliance in line with Cameroonian urban planning regulations
- Layout of access roads, parking areas, drainage paths and utility corridors across the site
- Site plan drawings produced in CAD format for submission to planning authorities
- Integration with topographic survey data and feasibility study outputs where available
